Liquidity management is the umbrella: see cash, forecast needs, concentrate or fund gaps, invest surplus, and hold contingency. Pooling, an in-house bank, and a payment factory are tools inside this stack — not substitutes for it. Upstream, working capital management changes how much cash the operating cycle frees or consumes; it is not the same discipline (is working capital the same as liquidity management?).

The stack

  1. Visibility — bank balances, ERP open items, in-transit items; virtual accounts when collections need cleaner allocation
  2. Forecasting — short-term views operations will actually maintain (cash forecasting)
  3. Concentration — cash pooling (physical) and notional pooling where they fit; cross-border legs as their own design (cross-border cash pooling)
  4. Operating model — in-house bank and payment execution via a payment factory
  5. Funding & investment — internal positions, external lines, short-term investments
  6. Contingency — revolving credit, buffers, playbooks for trapped cash

Operational versus strategic

Operational liquidity is same-day and same-week execution: sweeps, release funding, overdraft avoidance. Strategic liquidity is structure: multicurrency posture, backup lines, where the IHB sits, and how markets such as China constrain repatriation and cross-border pooling — including hard filters like can we do notional pooling in China?.

“We need pooling”Concentration, notional interest offset, or both? Domestic or [[cross-border-cash-pooling
“We need an IHB”Internal books, or just central policy + [[payment-factory
“Global payments”Entity-level factory, POBO corridors, or both?
“Trapped cash”Regulatory, tax, or poor visibility?

Design principle

Use the minimum structure that funds obligations and unlocks trapped cash. Add notional overlays, POBO, or a full IHB only where the benefit clears tax, legal, and ops cost. Use country bibles early — China is a frequent forcing function — and physical vs notional when concentration design is the bottleneck. Fund release through a clear payment factory path once cash is actually usable at the center.
