Answer
No — not in the classic EU/US sense of multi-entity (often multicurrency) notional pooling freely available onshore in mainland China.
Why
Onshore mainland China does not generally support that notional product the way Western markets do. Interest offset across many legal entities, with bank set-off and cross-guarantees, is usually unavailable or so constrained that it is not a workable design assumption.
What groups actually use instead:
- Domestic RMB concentration / sweeping where the bank and local rules allow it
- Approved cross-border RMB liquidity programs (PBOC/SAFE-related frameworks — confirm current eligibility)
- An offshore in-house bank funding onshore entities through documented channels
What to do
- Do not put “China notional pool” on a global template without a bank and counsel check.
- Separate onshore RMB liquidity from cross-border ambitions.
- Design cross-border cash pooling as its own program, not as domestic pooling with more participants.
- For the global physical-vs-notional choice, see physical vs notional; apply China as a hard filter.
- By contrast, Singapore notional pooling is usually workable where the bank and tax setup allow it.
